Cardiff by the Sea (or Cardiff) is located south of Moonlight State Beach and north of the San Elijo lagoon.  Cardiff is part of Encinitas and is a charming and historic North County San Diego beach community.  What is known today as Cardiff by the Sea was developed beginning in 1909 by J. Frank Cullen.  Many of the streets in Cardiff were named after locations in England at the insistence of Mr. Cullen's wife who was born in Wales.
